It's only a guess mind, couldn't resist the chance of a gentle leg-pull, but I'm no expert. As Shakespeare might put it, "I can tell a Harris Hawk from a handsaw ... but know ****** all about the rest!".
It's the feather pattern and yellow around the eye that makes me think it is ...

If you search on 'Saker' on this site there are a couple of others. I know on the old site there was a member who had quite a few shots of Sakers, I think they knew someone who either worked a Bird of Prey Centre or actually owned some themselves.
In your e-mail you mentioned eye colour. This does ring a bell but I can't quite recall the details. I seem to think the colour depends on whether birds hunt by day, night or both, but may only apply to Owls, I'm sure some of the 'Birders' here may throw light on it.
The Saker, (if indeed it is), is a mighty fine photo, although personally I think your Harris Hawk is the best Bird of Prey image we've seen here. I know you say it was clinging to a branch but certainly gives the impression of dynamic action, either bursting through the bushes in hot pursuit or just launching itself after it's quarry.
